THE OMBUDSPERSON ATTENDED THE OSCE CONFERENCE ON HUMAN RIGHTS IN VILINUS

OSCE CALLS ON THE HUMAN RIGHTS INSTITUTIONS TO FILL THE TRENCH BETWEEN THE GOVERNMENT AND CITIZENS
Vilnius, 13-14 July 2011 – Strong and independent human rights institutions are necessary to fill the trench between the government and civil soci



In this two-day conference, organized by the OSCE Office of the presiding state-Lithuania and the Office for Democratic Institutions and Human Rights (ODIHR), the representatives of approximately 30 states, among them Kosovo discussed the ways of strengthening the role of such institutions for promotion and respect of human rights.
The Deputy Foreign Minister of Lithuania Mrs. Asta Skaisgirytė-Liauškienė, underlined that the work of OSCE in this field can serve as a base for possible decision in strengthening the engagements of the national human rights institutions in the Council of Ministers of the Organization which will take place on December 2011 in Vilnius.
While, the ambassador Mr. Janez Lenarčič, ODIHR director, said that the national human rights institutions shall act as observers of the implementation of government`s obligations regarding human rights, as well as to play a role of a bridge in the existing communication between the governments and civil society.
Rosslyn Noonan, the President of the International Co-ordinating Committee of National Institutions for the Promotion and Protection of Human Rights, said that the governments that establish National Human Rights Institutions broadcast strong signals that they are serious regarding promotion and protection of human rights.
The Ombudsperson of Kosovo, Mr. Sami Kurteshi presented the policies and experiences of the institution, as well as the experiences and the policies of civil society regarding cooperation with the government and the Assembly.
The conference proceedings were conducted in two groups and four plenary sessions.
Based on the previous recommendations of the previous OSCE conference on this issue which took place in April in Vienna, the proceedings in this conference were focused on the coordination between the national human rights institutions with the national Assemblies, the executive governing branches, judiciary and the civil society.
In 41 states from 56 member states of the OSCE there are national human rights institutions.
