Round table “ The implementation of the law on Access to public documents”

30 January 2012-The Ombudsperson Institution organized the round table “Implementation of the law on Access to public documents.” The round table was attended by the representatives of the public institutions who have an important role in implementation of this law, MPs of the Assembly of the Republic of Kosovo, representatives of the Prime Minister`s Office, State Agency for Protection of Personal Data, representatives of the OSCE Mission in Kosovo, as well as the representatives of the DFID/PAI. Also, representatives of Media and Non-Governmental Organizations, which are somehow promoters of the implementation of the Law on Access to Public Documents, were invited to attend the conference.

The Ombudsperson, Mr. Sami Kurteshi in his welcoming speech before the audience said that the Access to public documents provides to the citizens the possibility to participate in the public life, as well as it hold the public institutions accountable before the citizens. “Free flow of the information is an important mean to establish trust between the institutions and the citizens in order to establish a transparency of actions, to impact the effectiveness and efficiency of the public administration” said Mr. Kurteshi during this occasion.

The panellists in this round table were: M. Sadri Ferati, deputy of the Kosovo Assembly who is also a member of the Committee for Education, Culture, Youth, Sports, Public Administration, Local Governance and Media. The above-mentioned Committee monitored also the implementation of the Law on Access to Public Documents; Mrs. Albulena Sylaj Zeqiri, the official of the Prime Minister`s Office for Communication, Mr. Agron Demi from GAP Institute, Mrs. Valdete Osmani from AGPK, as well as Mr. Tafil Rrahmani, Legal Adviser at the Ombudsperson institution where the citizens address their complaints after the refusal or denial of the access to public documents by the public institutions.

Identification of the challenges deriving from the implementation of this law and the recommendations that would drive forward the right to access to public documents were surfaced during the discussions by the attendees.
Recommendations from this round table will be placed on the official web page of the Ombudsperson and will be delivered to the attendees and respective institutions.
The right to access to official documents is a fundamental right, which helps the citizens to get acquainted and to exercise their rights directly related to their life and welfare.
