“For setting up a fair social, human and democratic system, the balance between the social and legal state, as two inevitable controversies should be socially acceptable, legally fair and institutionally enforceable. Such balance will be acceptable when it becomes a general social norm, which is legally codified. This may be achieved and it makes sense only when in the process of creating of country’s laws is ensured a broad participation, which provides inclusion of interests of as many as possible social classes and groups, possibly of all groups”.
